Request for Expressions of Interest

for

Certification body for implementation of ISO 9001:2015 and ISO 14001:2015 (Integrated System) to the AD Marina Bar



Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The University of Montenegro - Maritime Faculty has signed Agreement with Ministry of Science for the implementation of scientific research project: “Applying and promoting the concept of sustainable development to A.D. Marina Bar - (SUST-MARINA)” (hereinafter referred to as: ”Project”) which is being financed within the HERIC project.

University of Montenegro, Maritime Faculty intends to apply part of the proceeds of this Grant towards payment for consulting services under the contract for individual consultant for Certification body for implementation of ISO 9001:2015 and ISO 14001:2015 (Integrated System) to the AD Marina Bar.


The main objective of the assignment of the Certification body is to conduct an audit on implementation of ISO 9001:2015 and ISO 14001:2015 (Integrated System) to AD Marina Bar, and upon audit issues a Certificate of conformity with ISO 9001:2015 and ISO 14001:2015 (Integrated System).

The selected Certification body shall be responsible for the design of the methodology for conducting the audit, as well as the appropriate methodological instrument in accordance with certification procedure in order to achieve the expected results.


It is expected that Certification body will take up work latest at the end of March 2017 and planned deadline for completion of the audit, including issuing reports and Certificates of conformity is 30 days from the starting date.


The University of Montenegro, Maritime Faculty, through the Technical Service Unit firms to indicate their interest in providing above services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the Services.


Qualifications criteria are:

  1. that the certification body holds valid accreditation (certificate that the certification body is accredited for conformity assessment according to standard ISO/IEC 17021:2011 for performing certification of quality management system and environmental management system according to ISO 9001:2015 and ISO 14001:2015 (Integrated System)) issued by the Accreditation Body of Montenegro or a European accreditation body;

  2. that the certification body has proven experience in issuing certificates of conformity with the requirements of ISO 9001:2008/2015 or ISO 14001:2004/2015 to at least three (3) companies/institutions (out of which at least one whose activities are related to maritime sector); experience with government-owned/public companies/institutions would be considered as advantage;

  3. that the certification body has adequate number of permanent employed auditors, registered to conduct the audit on implementation of ISO 9001:2015 and ISO 14001:2015 (Integrated System) within requested timeframe;


Consultant companies may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Qualifications and experience of sub-consultant will not be considered for evaluation for shortlisting.


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant firm will be selected in accordance with the Consultants’ Qualification (CQ) method set out in the Consultant Guidelines
