Request for Expressions of Interest for

Consultant to be included in various project activities - MSc student


Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The University of Montenegro - Maritime Faculty has signed Agreement with Ministry of Science for the implementation of scientific research project: “Applying and promoting the concept of sustainable development to A.D. Marina Bar - (SUST-MARINA)” (hereinafter referred to as: ”Project”) which is being financed within the HERIC project.

University of Montenegro, Maritime Faculty intends to apply part of the proceeds of this Grant towards payment for consulting services under the contract for individual consultant to be included in various project activities - MSc student.

The main objective of the service (the “Service”) for the consultant is work on the various project activities with regards to the marina sustainable development concept and its application and promotion in the small ports and marinas. The consultant will be able to learn more about marina sustainable concept through SUST-MARINA project activities (Special Sessions at International Conference, Various Roundtables and Workshops, several Special guest lectures, training at special simulation software, Practical exercises in different marina in Montenegro and so on). Besides, the consultant should be involved in many scientific activities in order to further promotion of SUST-MARINA project for validation some results through MSc thesis with regards to the marina sustainable development concept and its application and promotion in marinas in Montenegro.


The contractual period is expected to start by mid October 2016 and will last until the end of May 2017, i.e. the end of project duration. The expected engagement will be in the amount of 4 person-months during the contractual period.


The University of Montenegro, Maritime Faculty, through the Technical Service Unit now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc. documentation shall be presented in English language). Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individual.


Qualifications criteria are:

  • University degree in maritime management;

  • Student of MSc study in the field of maritime management

  • Knowledge of English language mandatory;

  • Documentary evidence in performing some studies related to small ports and marinas;

  • Documentary evidence related to the scientific publications related to the Proceedings of International Conference and Scientific Journal (at least two publications) in the field of the marina sustainable development concept.


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
