Request for Expressions of Interest

for

Expert on modelling of transportation service and design of boatyard equipment in small ports and marinas – part time engagement

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The University of Montenegro - Maritime Faculty has signed Agreement with Ministry of Science for the implementation of scientific research project: “Applying and promoting the concept of sustainable development to A.D. Marina Bar - (SUST-MARINA)” (hereinafter referred to as: ”Project”) which is being financed within the HERIC project.

University of Montenegro, Maritime Faculty intends to apply part of the proceeds of this Grant towards payment for consulting services under the contract for individual consultant for modelling of transportation service and design of boatyard equipment in small ports and marinas – part time engagement.

The main objective of this service is to provide the educational background and consistent support for the modeling of the subsystems in the field of marina system. The expert should develop appropriate models of the continuous processes inside small ports, especially marinas.

It is envisioned that the expert performs the following activities for the appropriate time engagement in the project:

  • Be involved in the project activities with regards to modelling of transportation service and design of boatyard equipment in small ports and marinas research field;

  • Provide a consistent support to the team members in developing own simulation models for small ports and marinas;

  • Provide educational program to the project team members in the field of modelling of transportation service and design of boatyard equipment in small ports and marinas especially with regards to marina’s service of small boats and yachts;

  • Develop appropriate procedure for design of boatyard equipment in small ports and marinas;

  • Provide a periodical reports to the Project Manager about his/her activities and also about the level of achievements of team members in modeling processes;

  • Give support to project team with regards to modelling of transportation service and design of boatyard equipment in small ports and marinas issues in preparation of conference publications and paper for SCI journal.

The contractual period will be eleven months starting from 1st of June 2016. The expected engagement will be in the amount of 4 person-months during contractual period of 11 months.

The University of Montenegro, Maritime Faculty, through the Technical Service Unit now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc.).

Qualifications criteria are:

  • University degree in modelling of transportation service and design of handling equipment;

  • PhD mandatory in the field of modeling of processes that are related with boats and yachts movements in small ports, i.e. marinas by the principle of modelling of transportation service and design of boatyard equipment in small ports and marinas with the knowledge of:

  • Modelling of transportation service;

  • Modelling and optimization;

  • Design of handling equipment;

  • Design of boatyard equipment;

  • Berth allocation and equipment assignment problem;

  • Mathematical modeling;

  • Knowledge of English language mandatory;

  • Documentary evidence in performing interdisciplinary research in modelling of transportation service and design of boatyard equipment that are related with boats and yachts movements in small ports, i.e. marinas by the principle of mathematical modeling;

  • Documentary evidence related to the recent scientific publications related to the modelling of transportation service and design of boatyard equipment and marina processes that are related with boats and yachts movements in small ports, i.e. marinas by the principle of modelling of transportation service.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
