University of Montenegro, Maritime Faculty through SUST-MARINA project is announcing a Request for E

Consulting services: Individual Consultants (2 positions)

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The University of Montenegro - Maritime Faculty has signed Agreement with Ministry of Science for the implementation of scientific research project: “Applying and promoting the concept of sustainable development to A.D. Marina Bar - (SUST-MARINA)” (hereinafter referred to as: ”Project”) which is being financed within the HERIC project.

University of Montenegro, Maritime Faculty intends to apply part of the proceeds of this Grant towards payment for consulting services under the contract for under the contract for following positions:

A) Expert on discrete-event modeling of transportation service, ref.no. MNE-HERIC-81180-SUSTMARINA-IC-CS-15-3.1

The main objective of the assignment of expert on discrete-event modeling of transportation service is to provide the educational background and consistent support for the modeling of the subsystems in the very complex port system by the principles of discrete-event simulation. The expert should develop appropriate models of the process inside small ports, especially marinas. On the other hand, the expert should organize the educational program for young researchers at the project, as well as to organize a course in the field of discrete-event simulation for the other project team members even though the courses and educational programs could be organized online via Skype, as well.

During the contracted period, expert should work on the discrete-event simulation approaches and incorporate pre-built simulation elements using sophisticated animation functions. The results of the achieved models will be applied in the case of small ports. Finally, the expert should model and animate the port system directly in 3D using Virtual Reality Animation. After the contracted period, the output analysis should be provided.

The engagement period will provide the services during the period of nine calendar months, with required level of inputs of eight months.

Qualifications criteria are:

  • University degree in Information Technology;

  • PhD mandatory in the field of modeling and simulation of ship movements in small ports, i.e. marinas by the principle of discrete-event modeling with the knowledge of:

  • Discrete-event simulation with 3D graphics;

  • Determining optimization tools;

  • Genetic algorithms;

  • Heuristics;

  • Documentary evidence in performing interdisciplinary research in simulation modeling of maritime transportation systems operation and planning;

  • Documentary evidence related to the recent scientific publications related to the simulation modeling of maritime transportation systems operation and planning.

The engagement period will provide the services during the period of nine calendar months, with required level of inputs of eight months.

B) Expert on system dynamics modeling of transportation service, ref.no. MNE-HERIC-81180-SUSTMARINA-IC-CS-15-3.2

The main objective of the assignment for the expert on system dynamics modeling of transportation service is to provide the educational background and consistent support for the modeling of the subsystems in the field of system dynamics. The expert should develop appropriate system dynamics models of the continuous processes inside small ports, especially marinas. Besides, the expert should organize the educational program for young researchers at the project, as well as to organize a course in the field of system dynamics for the other project team members even though the courses and educational programs could be organized online via Skype, as well.

During the contracted period, expert should work on the system dynamics and agent-based approaches. The results of the developed models will also be applied in the case of small ports. After the contracted period, the output analysis should be provided.

Qualifications criteria are:

  • University degree in Informatics Systems

  • PhD mandatory in the field of modeling and simulation of processes that are related with ship movements in small ports, i.e. marinas by the principle of system dynamics (economic flows, human resources etc.) with the knowledge of:

  • System dynamics;

  • Modelling and optimization;

  • Agent-based simulation;

  • Mathematical modeling;

  • Documentary evidence in performing interdisciplinary research in modeling and simulation of processes that are related with ship movements in small ports, i.e. marinas by the principle of system dynamics (economic flows, human resources etc.);

  • Documentary evidence related to the recent scientific publications related to the system dynamics modeling and simulation of processes that are related with ship movements in small ports, i.e. marinas by the principle of system dynamics (economic flows, human resources etc.).

The University of Montenegro, Maritime Faculty, through the Technical Service Unit now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc.).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
